Topic: Uncivil workplaces: Why incivility is hurting more than just the bottom line


The shift in workplace demographics, aging and soon-to-retire workforce, as well as shifting Canadian norms and values mean more aggressive recruitment and retention efforts. A more deliberate reality check is needed when it comes to corporate culture - in both the public and private sectors.


The need to create innovative and diverse work environments is becoming a critical business imperative. Many companies and all levels of government are putting greater effort into creating inclusive workplaces and taking deliberate and visible steps to show they are serious about inclusion, civility and employee well-being.


Donna Achimov, Assistant Deputy Minister, Human Resources, Public Services and Procurement Canada and the past Chair of the Association of Professional Executives of the Public Service of Canada, openly discusses why the erosion of civility at work is costing employers more than just dollars. She led the effort to raise the civility bar in the federal government, talks openly about mental health in the workplace and why her department was one of the first federal organizations to name a mental health ombudsman. Her organization recently launched a transgender guide for employees and manager.

The time has come to focus on improving the Employee Experience ‎and raising the bar when it comes to inclusion.. even if it is uncomfortable to do so," she says.

Lahaie (2005) claims 42% of corporate knowledge resides in the brains of the workforce and the institutional knowledge that accompanies the person out the door is both explicit and tacit.


Meanwhile, more than 20% of those employed in Canada are 55 or older, according to Stats Canada’s 2016 data.


The complexity of the multigenerational workforce is compounded by the modern reality of job-hopping. Employees with knowledge, ambition, ideas and passion are continuously seeking new positions and being recruited for job opportunities elsewhere.


Piktials & Greenes (2008) and Wagner (2009) both acknowledge knowledge transfer methods need to be varied due to existing age diversity of the workforce.

Donna Achimov, ADM of the Human Resources Branch

On October 31, 2016, Donna Achimov was appointed as Assistant Deputy Minister, Human Resources Branch of Public Works and Government Services. She is responsible for supporting a culture of high performance by strengthening the HR management practices, through the implementation of talent management at all organizational levels, strategic workforce planning, learning and development, with a focus on workplace wellbeing. Prior to this position, Ms. Achimov was the Chief Executive Officer of the Translation Bureau of Public Works and Government Services, and was responsible for providing strategic and operational leadership in the management and provision of a variety of linguistic services, including language technology and innovation. Ms. Achimov is also the Chair of the Board of Directors for the Association of Professional Executives of the Public Service of Canada (APEX). As Chair, she is a strong advocate for respectful workplaces and promotes the health and well-being of federal public service. Ms. Achimov has held numerous senior executive positions within the Government of Canada, including programs supporting citizen service delivery, innovative learning programs, and official languages. Ms. Achimov holds an Honours Bachelor’s degree in journalism from Carleton University. She is also a graduate of the Directors Education Program from the Institute of Corporate Directors at the Rotman School of Management, University of Toronto. She is passionate about changing the public service culture to allow more innovation and creativity and speaks frequently on topics of leadership, mental health, diversity and careers for youth.

In his role as Vice President, HR, Manny ensures LoyaltyOne’s talent and organizational capabilities are meeting the needs of the growing organization. His areas of strategic responsibility include global organizational design, leadership development, performance management, engagement and workforce planning. Manny is integral to the evolution of LoyaltyOne’s comprehensive HR framework, while ensuring talent strategies align with the organization’s long-term business objectives.
